The Integrity Line can take information about a range of issues affecting your organisation: Fraud, theft, bullying, substance misuse, discrimination, health and safety, harassment and corruption issues.
Police Officers and police staff may be aware of colleagues and managers being involved in committing crimes or breaches of the discipline code, but say nothing because they fear the consequences of being identified as ‘the grass.'
Research shows that where a robustly marketed confidential reporting system is available, not only does this lead to perpetrators being identified but it also leads to a reduction in corrupt activity. The importance of enabling staff to raise concerns about misconduct within the Police Service has been highlighted both by the HMIC Thematic Report, Raising the Standards 2006 and the Commission for Racial Equality 2005.
Unfortunately, internal staff reporting lines are proven to be mistrusted and inefficient. Staff seldom raise compliance issues in-house, for fear of their identity and complaint becoming known. Unethical and unlawful activity may therefore go unchecked and can be allowed to undermine and destabilise the Police Service. An open culture is at the heart of good governance.
A system where police officers and police staff can by-pass the direct management line and go outside of the organisation to report malpractice is essential. When a concern is reported internally, the organisation can investigate and take corrective action, potentially avoiding the additional threat of devastating negative publicity.
