Gang culture in young offenders institution

Gang culture in a young offenders institution in Kent is being linked to an increase in assaults.

According to the Independent Monitoring Board (IMB), HMYOI Rochesterhas gangs dispersed throughout the prison. Although gang leaders are sent to other institutions, overcrowding has made the gangs more difficult to deal with. The report also said that other challenges included high turnover of prisoners and budget constraints. The report said that the growth in gang culture has led to an increase in assaults on both staff and prisoners.
